Unfortunately, the utilization of energy by humans is dominated by the use of fossil energy whose availability is very limited. In addition, the utilization of this energy is often used continuously so that it can cause scarcity or even cause energy to run out. Therefore, New and Renewable Energy appears as an innovation and alternative to overcome these problems as an effort to prevent energy scarcity which will have an impact on disrupting the stability of the life of living things.[4] So the question arises about how to use NRE for life, is there a legal instrument that regulates it? And what steps need to be taken by the government in implementing the EBT policy?

NRE and Various Potentials of NRE Produced
According to the definition of the International Energy Agency (IEA),[5] New and Renewable Energy is energy that comes from natural processes that are replenished continuously and sustainably can continue to be produced without having to wait millions of years like fossil-based energy. NRE is an alternative energy that can be utilized by humans in modern times as a substitute for fossil energy which is non-renewable and non-renewable. The understanding of EBT according to Law No. 30 of 2007 can be classified into 2 parts, namely "new energy" originating from new energy sources, namely types of energy that are currently not used en masse by humans and are still in the technological development stage. Meanwhile, “Renewable energy” is energy that comes from renewable energy sources whose available sources can be reused after the source is used or spent. In addition, the use of new and renewable energy is considered more environmentally friendly because it can reduce environmental pollution and environmental damage when compared to non-renewable energy because NRE is fast enough to be recovered naturally. This means that EBT is produced from energy resources that naturally will not run out in quantity and can be sustainable if managed properly. Therefore, new and renewable energy can also be referred to as sustainable energy.
